Neutral Rate Change
The Board of Trustees will discuss and vote upon a rate neutral change proposal at their September 15, 2025, board meeting. This meeting is open to Flint Hills REC membership and will be held on September 15, 2025, at 6:30 p.m. at the cooperative’s office at 1564 S 1000 Rd. in Council Grove.

Members have the right under K.S.A. 66-104d(g) to petition the Kansas Corporation Commission for review of a rate change.
Over the past four months we have published information in the Kansas Country Living magazine about demand and specifically transmission demand and how that impacts your electric bill. The articles are available on our website at www.flinthillsrec.com.
To more appropriately bill our members, the Flint Hills REC Board of Trustees tasked management to investigate billing transmission costs as a separate line item on the members’ monthly electric bill. Currently, transmission demand costs are billed to you as part of the kWh energy charge.
To offset the cost of the new Transmission Demand Adjustment charge, an equal cost reduction will occur in the members’ kWh energy charge, resulting in a zero, or near zero, overall rate increase to the Flint Hills REC membership. It should be noted that each member uses kWh energy and demand differently, which will result in some members experiencing a decrease in the cost of their monthly electric bill while others may experience an increase.
Transmission demand charges will occur only during the following time frames:
Summer (June through September) – hour beginning 12:00 pm (noon) through hour ending 11:00 pm.
Winter (October through May) – hour beginning 5:00 am through hour ending 11:00 pm.
Any modifications made to the Power Cost Adjustment will also be rate neutral. The PCA base will be reduced to reflect transmission costs now billed through the new Transmission Cost Adjustment.
