We have answered some of your most frequently asked questions.

1. Does someone come out to read my meter?

All of our residential and commercial accounts have meters that are read by a computer from the main Flint Hills RECA office. We have a few seasonal accounts that the meter is still read by our personnel.

2. When is my meter read for monthly billing?

Meters are read between the hours of 12:30 and 2:00 am on the first of the month.

3. When is my bill due?

All accounts are due on the 18th of the month.

4. Where can I pay my bill?

There are 3 locations for depositing bill payments

  1. Hillsboro - Flint Hills Warehouse, 414 S Cedar, Hillsboro KS. This is a 24 hr drop box location. (view map)
  2. Grandview Plaza - Bus Station at 122 Flint Hills Blvd. Hours for payment are 8:30 – 1:00 and 3 – 5 pm only. (view map)
  3. Council Grove - Flint Hills RECA main office at 1564 South 1000 Road, Council Grove KS 66846. Office hours are 8-5 M-F. There is also a 24 hour drop box. (view map)
5. How can I pay my bill?

Payment can be made by cash, check, money order, ACH (automatic bill payment from checking or savings) or by credit card (convenience fee applies).

6. Why do my lights blink sometime?

Blinking lights are a result of momentary outages that occur when some kind of disturbance exists on the line. Causes range from animals to weather related. When these disturbances occur, breakers installed by Flint Hills RECA will trip open, wait a second and then try to re-close automatically. If the fault still exist after a few tries, the breaker will stay open thus resulting in an outage. Therefore if your lights blinked and then the power came back on, the equipment installed by Flint Hills RECA is working properly and prevented a long outage. If the blinks are happening regularly or excessively, please call the business office to let them know of the situation.

7. Does Flint Hills RECA have any kind of surge protection devices?

We have a surge protection device that mounts on the side of the meter box. This device will dissipate lightning surges that come in from the high voltage lines. If the surge device should fail, all household electrical devices are warranted up to $5000 per item not to exceed $50,000 per failure. The cost for this is $4.95 per month. To handle other points of lightning surges from entering the house, Flint Hills RECA recommends using point of use surge strips. These strips are available at Flint Hills RECA’s main office or any hardware/electronic retail store.

8. Can I get rebates if I buy certain electrical equipment?

Flint Hills RECA offers rebates on the purchase and installation of electric water heaters, air source heat pumps, and all geothermal heating/cooling units. Contact Member Services for details on each of these programs.

9. What is the Energy Cost Adjustment (ECA) on my bill?

This adjustment reflects the difference between actual costs for energy and the energy costs that were built into your base rate. Actual cost will vary depending on where the electricity was purchased. During peak load periods, our normal generation plants may not have enough capacity to provide the energy that is required by our consumers. When this happens, energy needs to be purchased from generation facilities not normally used (i.e. generation produced by natural gas). The ECA gives utilities the ability to deal with ongoing energy cost changes without having to make frequent changes to the base rate structure. Its purpose is to ensure that Flint Hills RECA collects no more and no less than the actual cost of wholesale power.
